With 35 years of development and real estate experience, our company has honed effective communication strategies between HOA boards and their communities, fostering transparency and engagement. As a younger board member, I leverage modern tools like Zoom to enhance virtual meetings, ensuring broader community participation across all age groups. This expertise in building and design projects drives my commitment to maintaining the community's aesthetic excellence and functionality, keeping it vibrant and appealing for all residents.
Theo is running for the Board to bring common sense leadership, to stop board overreach, and to help improve and protect the unique charm of our private community. With an open mind and collaborative spirit, he is committed to ensuring all voices are heard and respected.
Bio:
Theo Serrano has lived in The Shores for the past 15+ years, is a proud fifth-generation Hispanic Arizonan, born in Tucson and deeply rooted in the values of community, respect, and service. A U.S. Army veteran who served during the First Gulf War, Theo has built a life defined by bringing people together and working on behalf of others.
He attended both Northern Arizona University and the University of Arizona, and has spent decades supporting nonprofit causes—including volunteer work for the Carp Campaign at Rainbow Lake. His work has helped raise significant funding for the Boys & Girls Clubs of Tucson, the UA Breast Cancer Awareness for Research initiative, Legacy Lane for Coach Lute Olson, the fundraising campaign for Banner Hospital for Diamond Children’s Center, the Dr. Andrew Weil Center for Integrative Wellness, and the Better Tomorrow Campaign, among others.
Theo brings with him a fully equipped graphics department pro-bono to support community projects and a high level of technical savvy—skills that are currently lacking and much needed to modernize and improve communication, transparency, and operations within the Shores community.
Theo has been married to Georgia Lacy for 32 years. Together, they cherish their time at Rainbow Lake, Hanalei Bay, and moments spent with their adult grandchildren. When he’s not enjoying the outdoors, you’ll find him tinkering in his garage or lending a hand where needed. A longtime donor to Arizona Athletics, Theo is also a passionate wine enthusiast who enjoys exploring global cultures through food, travel, and people.

A resident of Casa Grande, AZ, since 1977, Joe has a deep connection to the community. He and Debbie have also owned property in Pinetop for over 40 years and purchased a home in The Shores in 2017, where they enjoy spending more time now that their daughter has taken over the family business.
Joe has served organizations in many capacities, including as HOA president of a Casa Grande community, a former member of the Casa Grande Board of Adjustments, and past president of the Casa Grande Association of Realtors. He is currently serving on the three architectural design committees, at The Shores and two other Casa Grande communities and has extensive experience in new home construction.
Joe is committed to addressing the concerns of homeowners and keeping the community's infrastructure up to date, all while promoting FireWise wildfire protection and securing the financial stability of the community. He looks forward to the opportunity to make a difference in this community and asks for your vote for the board at The Shores at Rainbow Lake.

Hi Shores Community, my name is Brian Petersen. My wife of 36 years Angela and I were searching for a home up here in the Pinetop-Lakeside area for 3 years before we found this amazing Shores community and purchased our Home away from Home a little more than 5 years ago to spend our long Summers and also to enjoy many times throughout the year.
As a business owner for 27 years now and dealing with many different people and personalities and helping them in many different situations I feel like I have the right understanding and temperament to help mesh the different dynamics and age groups we have here in the Shores.
We all have a common Goal to keep this community looking great, Keep our property Values up, Maintaining the lake levels, and improving areas that need it.
There also must be a Balance with all of this. Everyone in the community has different thoughts of priorities of what needs the Shores Community has and should do and not everyone has the same financial income to feel comfortable paying a large assessments to get larger projects done all at one time. As a Board we need to be empathetic to this but also keep this community looking great and moving forward .
I served on an HOA Board for 20 years helping maintain 6 large office building and common grounds, during this time I was humbled by how many things need to happen to keep overall grounds and building maintained.
We Love it up here and hope to be here for a long time – also looking forward to meeting many more Neighbors along the way.

My wife’s name is Sandra.
We have homes at 685 Pine Creek Drive and 2395 Dragonfly Lane.
I was born in Illinois of April 1962. I am #2 of seven. Loved to play baseball and I had a newspaper route by the time I was 7. We moved to Mesa, Arizona when I was 10 and I worked 12 hour days on the weekend at our family Dunkin Donuts business, I had my own Bakers Shift making donuts by the time I was 12 and worked there another 12 years! By the way, no discrimination here, I love all donuts!

In the fall of my junior year a teammate at baseball practice showed me a picture of a girl dressed in a Pom Pom outfit. As soon as I saw her picture, I instantly knew I would marry her! The following semester I had a class with this Pom Pom girl and oh boy, was I excited!! We were married 4yrs / 3-1/2 months later. After 42 years of marriage Sandra and I have four kids, four “kids” awesome spouses and so far five grandchildren!! I worked for Sandra’s brother and father as an electrician for 9 years before opening up our own Electrical Company, then expanding into Plumbing, Concrete and Excavation that served the entire state of AZ for 32 years and sold it all in 2021! Then I retired.
We purchased our first cabin on the mountain in 1998 behind George Straits cabin and sold it in 2018. We didn’t know Rainbow Shores community existed till we rented a beautiful home while up here for a golf tournament in 2020. We purchased 685 Pine Creek at the end of 2020 with some close friends and then purchased 2395 Dragonfly Lane after I retired. We bought out our friends in 2023. We drive back and forth from Mesa countless times per month and every month of the year. This gives us lots of drive time and unfortunately we have come upon several serious accidents. We tragically lost our beloved sister Rhonda on our way back to Mesa after a fun and spirit filled 2023 Memorial Day weekend with her and her husband. Killed by a drunk and drugged up individual. There’s a large pink cross just west of the Miami Cemetery on the south side of the road.
We love the neighborhood, the area, and all the friends and acquaintances we have made!
(1). Community Business Experience:
In 2022 we volunteered for “Cece’s work party” and created 2 cool walking paths in the community! (We need more work parties). In 2024 I served on the infrastructure task force to beautify the common areas. I also redesigned the electrical run to the Ramada, which resulted in job cost savings and erased a forever power company fee. I’m currently on the 2025 Rental committee.
(2) Board of directors experience:
I have no experience as a board member, however, as a member of six different homeowner associations over 35 years Sandra and I have learned through our own situations as well as our neighbors, that understanding, common sense, kindness and respect is more likely to resolve issues where the opposite can create divisions
(3) Business or Job related Activity/Experience :
In my 32 years as a contractor we worked with hundreds of different companies. Including vendors, General Contractors, Architects, engineers, state agencies, employees, and many different types of homeowners and business owners. In order for us to be successful, we had to develop fair and common sense policy’s, face the challenges with an open mind, be willing to negotiate, stand firm when needed and get rid of the bad apples.
(4) Additionally, I believe I can serve the community extremely well because:
As a retired specialty contractor, a husband of 42 years, a father to eight, a papa of five, and my faith in the Lord, I believe I have something to offer plus I can be a good board member for the community and perform HOA assignments and duties, plus I believe I can help find the balance between the HOA’s CC&Rs & rules with the owners personal freedoms. I believe this balance will continue to help move this community upward and onward in the years to come.
